本文基于全国14个省、市、自治区共53个四级政府的样本调查,力图全面把握和认识我国行政管理体制的现状,系统总结多次改革的成绩、经验、不足及症结所在,就进一步深化行政管理体制改革的方向和路径提出有针对性的对策建议。为此,文章提出了行政管理体制改革必须厘清的几个认识问题,认为科学的改革目标应包括体制目标、政府目标、机制目标和效应目标,在改革过程中要找准改革的发力点、突破点和创新点,制定配套的改革方案,这样才能保证进一步改革的成功。
Based on sample survey of 51 governments of 4 levels in 14 provinces, cities and autonomous regions nationwide, this article seeks to grasp wholly status quo of China's administrative system, summarize systematically achievements, experiences, disadvantages and related causes of former restructurings, and propose recommendations for further developments of current administrative restructuring on its directions and approaches, Hence, this article clarifies several understandings critical to the administrative restructuring. It reckons that a scientific reform goal includes goal of the system, goal of the government, goal of the mechanism, and goal of effects ; that in the reform course, the starting point, the breakthrough point and the innovative point should be identified; and that a compatible reform plan must be drawn; to further secure success of the reform
