文章考察了以互联网为依托的威客的兴起及威客的基本运作模式;系统地分析了拟成果购买制与威客模式的异同。作者认为适用于非公共产品类科研领域的威客模式对于公共产品类科研领域的拟成果购买制的实施具有可资借鉴的经验;全球创新网络的兴起为拟成果购买制的实施创造了良好的条件;提出了建设实施拟成果购买制的增量改革策略。
The article investigates the development of the witkey and its model with the internet; compares the Quasi - purchase System of Research Output(QSRO) with the witkey model in their similarities and differences. It is considered that the witkey model which is suitable for the non - public research has some useful experiences for the implementation of the QSRO that suitable for the public research, and the development of the global wide creative net has created favourable conditions for the implementation of the QSRO. The authors contribute the incremental reforming strategies for the implementation of the QSRO in China.
