The terrible climate of dust fog across China is changing the mind of Urban Planning. The Environment Protection Planning is not only a special component of urban planning, but should be a basic idea and strategy going through whole process of urban planning, which encompasses theory of ＂Anti-Planning＂ , improving of city layout, changing of transportation system, integration of urban and rural area, and alternation of energy consumption.
