The development of digital research environment makes it possible to mine various of impact factors for science and technology innovation, to introduce multiple evidence to carry out information analysis, furthermore to support the decision making of science and technology developing programming. This paper tries to transplant method of evidence-based decision making and explore making good use of data from both science data and literature as evidence for science and technology decision making. Then it designs evidence-based analysis theories and methodology for innovation evolution to help science decision making.
