Driving cycles is an important parameter for calculating road traffic energy consumption and emissions. The VSP Bin distribution is proposed to depict the urban traffic characteristics. Then traffic characteristics of Beijing urban expressways and non-expressways are analyzed based on the floating car data （FCD）. The index of weighted root-mean squared error （WRMSE） of VSP bin distribution is used in the establishment of driving cycles. Driving cycles of urban expressways and non-expressways is constructed by using the proposed method.
