Public sectors cumulate abundant information resource during their daily work, much of which can be the sub- ject of copyright protection. In order to solve the problem concerning licensing model and protection of the public sector infor- mation reuse, creative commons is regarded as a new pattern of intellectual property governance of public sector information, which is compatible with the freedom of information law and re--use framework.
