复杂重大科技工程作为一项复杂程度较高的系统工程,工程的利益主体在工程建设中具有重要作用。由于利益主体之间存在信息不对称问题,项目利益主体为追求自身利益最大化相互之间形成了博弈关系。研究基于委托代理理论,分别建立了政府部门、工程主管部门与工程负责实施部门的职权委托代理博弈模型和项目负责实施部门与承包商供应商的契约委托代理博弈模型,分析了其博弈混合策略均衡解。最后,从加强职权代理模式向契约代理模式转变、完善相关的法律体系并加强行政监督和法律监督与建立有效地激励约束机制等方面提出了有效监督和管理项目利益主体的措施。
Complex major science and technology project is a system engineering of higher complex levels; engineering stakeholders play an important role in the construction. Due to information asymmetry problems between stakeholders, stakeholders of the project for the pursuit of self-interest maximization form the game relationship between each other. Based on the princi- pal-agent theory, this paper established the authority principal-agent game model among government department, the department in charge of engineering and the department being responsible for the implementation of engineering, as well as contract principal- agent game model among the department being responsible for the implementation of engineering, contractor and suppliers; this paper analyzed its mixed strategy equilibrium solution. Strengthening transformation from authority principal-agent pattern to con- tract principal-agent pattern, perfecting the relevant legal system and strengthening the administrative supervision and legal supervision, establishing effective incentive and constraint mechanism were put forward as effective measures to supervise and manage engineering stakeholders.
