在我国近年来的发展过程中，小城镇的发展成为社会各界广泛关注的热点问题。随着小城镇经济的不断发展，其土地利用矛盾日益突出，小城镇已经成为土地利用变化研究的热点区域。本文利用1989年黄骅镇土地利用数据库与2003年的航片正射影像图，利用图像融合算法，将土地利用矢量数据与遥感影像进行融合，融合后的影像其颜色代表1989年土地利用状况，纹理代表2003年的土地利用现状，通过影像进行纹理和颜色的对比提取土地利用变化信息。并且在GIS平台的支持下，将土地利用动态监测的成果用于土地利用更新，得到更新后的土地利用现状图。经过遥感与地理信息系统的综合研究，初步总结出黄骅镇耕地空间分布与变化的基本特点。根据土地利用类型之间的相互转化情况，建立黄骅镇土地利用转移矩阵。同时利用，土地覆被变化模型，全面分析1989年～2003年黄骅镇土地利用变化数量特征与空间特征，揭示了我国小城镇土地利用变化的“热点”区域，为今后小城镇经济健康持续发展和土地资源的宏观调控提供科学的决策依据。

英文摘要：

Small town has been the hot spot of economic development in China and the land use change in these towns is very obvious in the past years. Huanghua, a small town in the north of China, lies in the outskirts of Huanghua city, which has the typical characteristic of fringe belt. In recent years, the change of land use in these areas is more violent. Especially with the rapid development of Huanghua city＇s economy, the town＇ s construction area, independent industrial and mining lands have increased rapidly and the situation of cultivated land occupied is serious day by day. In GIS technology,the data relating to Huanghua town＇s land use c this paper, based on remote sensing and hanges are extracted from fusion image, resulted from land use vector map in 1989 and orthophoto map in 2003. In fusion image, color denotes the situation of land use in 1989; use and cover change） models use extent change, are applied calculation, indices of land use These analyze results indicated texture denotes the situation of land use in 2003. Besides, the LUCC （land , i. e. single land-use dynamic, integrated land-use dynamic, index of land to analyze the characteristic of land use change from 1989 to 2003. Through change in 1989 （La） and 2003 （I33） are 2.18 and 2.22,respectively. that land use change of Huanghua town is moderate. △Lb-a i. e. Lb - La is 0.04,which indicated that land use of Huanghua town is developing,and land use extent of this town has increased during 1989 - 2003. Furthermore, according to dynamic change of land use in Huanghua town during 1989 - 2003, land use transfer matrix is obtained. Based on the land use change map and land use transfer matrix, spatial dynamic characteristic and land use conversion of the study area are analyzed. The result showed that industrial land, residential area increased sharply and lots of cultivated land and unused land were occupied.
