The key point of group empowering is to reasonably decide the expert weight. Based on analyzing the similar research works, this paper proposes the G2 method based on optimal-order to decide the expert weight. The contribution and special lies in determining the optimal-order by the thought of Circulating Revision and rearranging expert order by ways of mean, Board and Copealand. And then decides the expert weight by the relativity between expert order and optimal-order, which reflects expert discrepancy, guaranteeing final indexes weight could reflect group decision.
