Urban resident water price directly affects the living standard and the reasonable utility of water resource. From analyzing the status, issues and causes of urban resident water price formation mechanism, this paper proposes that the excessive water trade mechanism based on the network virtualized market. The excessive water can be traded freely in network virtualized market, which will form a kind of endogenous mechanism to bring benefit to the residents, and it can promote the residents to save water actively.
