为探索"政府中介市场——市场联动定价"城市水资源配置机制的有效性和可行性,建构基于需求方水权交易理论的多主体仿真模型;模拟结果显示:需求方水权交易市场能够激励居民不断提升节水意识、增加节水投资、提高水资源利用效率,这证明"政府中介市场——市场联动定价"城市水资源配置机制中的需求方水权交易市场是有效的。为保持水权交易价格的稳定,政府需要制定科学的期初配置水权数量,避免水权交易价格过度上涨和水权市场不存在交易的不合理现象;对于严重缺水的城市,在建立水权交易市场的同时,仍需重视节水技术研发。
In order to search the effectiveness and feasibility of the "governmental intermediary market market linkage mechanism' for city water resources allocation, this paper builds the multi-agents-simulation-modehng based on the theory of water right trade from the consumers; The results reveal that the residential water right trade market can encourage the residents to enhance the water-saving awareness, and increase water-saving investment and water resources utilization efficiency, all of those demonstrate that the new mechanism is effectiveness. In order to maintain the price of water right trade, the government should make reasonable initial water right supply to avoid the excessive increase of water right trade price and irrational phenomenon during trade; the development of water-saving technique should be emphasized while constructing the water right trade market for those cities of severe water shortage.
