当前，我国政府数据资源管理及利用，已成为学术界研究的热点，但对政府部门的数据研究，并未引起足够的重视。政府部门受其自身业务特点和管理职责所限，其数据资源管理和利用，有别于一级政府。本文在对相关部门数据资源管理现状调研的基础上，从治理体系和治理能力现代化的视角出发，就我国政府部门的数据协同、数据汇集、数据治理形态、承载平台、数据利用和外部流动等基础问题，进行了初步研究，得出了一些基本结论，以期为全面推进我国政府部门数据治理体系建设提供基础性的研究思路。

英文摘要：

The utilization and management of governmental data has been a cutting edge research subject. However, few researches focus on data governance of governmental departments. Differences on data utilization and management existed between governmental departments and certain level of government due to their specialization and responsibilities. Based on in-depth interviews, this article analyzed data cooperation, congestion, platform, utilization and sharing from the perspective of governance modernization, aiming to offer suggestions for improving the data governance regime.
