Modern city operations and the management is an open complex giant system. To deal with its complexity challenges, we need to solve issues around the city operations complex system such as information modeling, process reengineering, intelligent upgrading and the improvement of smartness, by taking full advantages of the new generation ICT and innovation 2. 0 in a knowledge- based society. This paper provides a general model for describing the harmonious interaction among government, business, and society in the complex system of city management, and discusses approaches to the realization in the smart city management practices in China for promoting sustainable innovation and development of city management.
