目前很多智能变电站的配置文件管理在变电站设计、调试、验收、运维等各个阶段均缺乏有效管控的技术手段,给电网安全稳定运行带来了较大的威胁。以陕西电网为背景,借鉴其它省公司的实践经验,建立一整套基于IEC 61850协议,符合智能变电站相关标准,对智能变电站二次系统的设计、建设、运行、维护全过程进行有效管理的管控机制和技术支持系统。该系统可以通过多种手段实现对智能变电站中各类文件的管理,规范配置文件使用的业务流程,解决配置文件管理困难问题,降低配置文件错误带来的安全运行风险。

英文摘要：

At present, the configuration file management in many intelligent substations is lack of effective technical control means of at each stage, such as design, debugging, acceptance, operation and maintenance, which has been a great threat to the safe and stable operation of power grid. Taking Shaanxi power grid as the background, drawing lessons from the practical experience of other provinces, a set of management mechanism and technical support system is set up based on IEC61850 agreement, which meets the relevant standards of intelligent station management. The system can effectively manage the whole system of design, construction, operation and maintenance of the secondary system in intelligent substation. Through a variety of means, all kinds of documents can be managed well. The business processes of configuration file is standardized, the problems in configuration file management are solved, and the operation risk resulted from configuration file error is reduced.
