Research Objectives: The effects of factor allocation on economic growth and regional unbalanced development. Research Methods: The traditional decomposition framework for economic growth is extended to divide economic growth into sector productivity (SP), factor endowment (FE) and factor market efficiency (FME). More importantly, we use counter- factual analysis to assess how factor misallocation affects unbalanced regional develop- ment. Research Findings: Even though factor reallocation accounts for 60. 4% of aggregate productivity growth over 2000-2013, it only explains 9.2% of economic growth, while FE and SP still play predominant roles. Furthermore, the results without factor misallocation a- mong sectors show that, SP, FME and FE account for 56.5%, 30.7% and 12.8% of unbal- anced development, respectively. Meanwhile, efficient factor allocations increase real GDP per capita by an average growth rate of 31.4% per year, hut the positive role tends to weak en. Research Innovations: This paper proposes an extended decomposition framework for economic growth, and constructs series of counterfactual analysis. Research Value: This pa- per provides some useful information for understanding the importance of factor allocation.
