YOU Lei, received the B.E. degree in electronic in- formation engineering from Shandong University, Ji'nan, China in 2004, and the Ph.D. degree in circuits and systems from Beijing University of Posts and Telecommunications, Beijing, China in 2010. He is now with the Faculty of School of Electronic and Information Engineering, Tianjin University, Tianjin, China. His research interests include multimedia steaming and resource management in wireless communications. Email: youlei@tju.edu.cn Wei XlANG, received his B.E. and M.E. degrees, both in electronic engineering, from the University of Elec- tronic Science and Technology of China, Chengdu, China in 1997 and 2000, respectively, and the Ph.D.degree in telecommunications engineering from the University of South Australia, Adelaide, Australia in 2004. Since )anuary 2004, he has been with the Fac- ulty of Engineering and Surveying, University of Southern Queensland, Toowoomba, Australia, where he was first an Associate Lecturer in Computer Sys- tems Engineering from 2004 to 2006, then a Lecturer from 2007 to 2008, and currently holds a faculty post of Senior Lecturer. His research interests are in the broad area of communications and information the- ory, particularly coding and signal processing for multimedia communications systems. He was a visit- ing scholar to Nanyang Technological University, Singapore from January to June 2008, and the Uni- versity of Mississippi, USA from October 2010 to March 2011, respectively. He received a prestigious Queensland International Fellowship awarded by the State Government of Queensland, Commonwealth of Australia in 2010.
