揭示土地违法现象的空间特征及其演变趋势对于提高土地执法与督察的工作效率,节约公共管理资源具有重要的现实意义。本文对近年来我国土地违法现象的空间特征及其演变趋势作了系统分析与提炼,并进一步借助计量经济模型估算了近年来我国土地违法现象的空间蔓延速度。结果表明:①近年来我国土地违法现象的空间布局总体较为分散,但在长三角和华北平原等局部地区表现出一定的集聚态势;②从时序变化来看,土地违法的总体规模不断扩大,空间蔓延趋势明显,并表现出阶段性的空间集聚特点。论文最后也为促进我国土地执法与督察工作的高效开展提出了简要的政策完善建议。
Exploring the spatial characteristics and evolution of illegal activities on land use play a prominent role in enhancing the efficiency of law enforcement and government supervision on land and reducing management costs in China.This paper aims to analyze the spatial characteristics and evolution of illegal activities on land use from 1999 to 2007.Spatial statistics methods and econometric models were used to test the evolution trends and estimate the rates of spatial propagation of illegal activities on land use.Results showed that from 1999 to 2007,the spatial distribution of illegal activities on land use was relatively scattered as a whole,and there was no correlation between illegal activities on land use and regional socioeconomic development,i.e.,not only in some developed areas in southeast China,but also in some underdeveloped areas in northwest China,there are enormous illegal activities on land use.Moreover,in the Yangtze River Delta and the North China Plain(NCP)areas,the amount of illegal activities on land use was found to present a spatial agglomeration trend.In these years,the illegal land use area over most part of mainland China has increased gradually over the entire time series.Particularly,in 2001 and 2002,the spatial distribution of illegal activities on land use displayed a marked characteristics of spatial agglomeration.Furthermore,it also showed a spatial propagation trend.The amount of illegal activities on land use in most of the underdeveloped provinces increased faster than did the average level of that in the whole country.The rates of spatial propagation were largely influenced by the land system and relevant macro policy adjustments.As a whole,the rate of spatial propagation fluctuated in cycles over time.Specifically,it fluctuated on an even keel in early stage,and then declined obviously in recent years.Additionally,some suggestions were put forward to improve China's law enforcement and government supervision on land and to promote related policy reform.First,much more emp
