Developing innovation clusters has become an important strategy for some countries to promote industrial innovation and eco nomic growth. This paper first defines the concept and characteristics of innovation cluster, briefly introduces the history, scale, inno vation capability, internationalization degree and radiation capability of Zhongguancun innovation cluster, second conduct an compari son between Zhongguancun and Silicon Valley, Massachusetts innovation cluster, and then conducts a profound analysis of the institu tional mechanisms of Zhongguancun innovation clusters, finally concludes with some policy recommendations promoting Zhongguaneun to become the worldg first innovation cluster.
