英文摘要：
Inclusive growth is a global theme at present, as a benign mode of economic and social development. This study elaborates this political keyword from the three following aspects： kernel of inclusive growth and analytic unit; under the background of industry clusters in Zhejiang Province, discussing the internal logic and evidence of entrepreneurship as one of the micro foundations; market at Bottom of the Pyramid （BOP） as the source of opportunities to entrepreneurship. Finally, we give the conclusion of the core content.
