经济新常态背景下，我国急需吸引更多海外人才回流以创造人口红利，促进社会经济发展。以往的研究中，很多学者通过实证研究分析了人才流失与经济增长之间的相互影响，但这些研究的结论却并不完全一致，本研究通过数理经济学的方法对经济增长、人才外流和人才政策之间相互作用的过程进行了初步理论分析，结果显示人才外流与经济增长之间的相互作用是一个复杂的动态过程，开放的人才政策会在促进经济增长的同时导致人才的流失。

英文摘要：

Under the background of Chinese New Normal, China is in an urgent need of brain gain of more oversea talents so as to create demographic dividend and promote the social and economic development. In the research before, many scholars have proved the existence of mutual influence between brain drain and economic development through case study; however, the conclusions are not corresponding with each other. This paper, employing the methods in mathematical economics, firstly offers a general theoretical analysis on the interaction between brain drain and talent policy. Based on the analysis, the interactive process between brain drain and economic development is rather dynamic and complex. Besides, the exoteric talent policy will lead to the brain drain while also promote the economic development.
