Social capital is a special kind of capital form, which is independent of the material capital and human capital. Its core element depends on the network of social relations, trust and norms of reciprocity owned by the individual or organization. Social capital can reduce the transaction cost of economic activities, promote technological innovation, improve the enterprise performance and the development of industrial clusters, so as to promote the development of regional economy. The absence of social capital becomes an important factor resulting in development difference of regional economic in China, especially in the long-term economic development lags in the west. It becomes an important research topic to cultivate the high quality of social capital for rapid development of the western economy.
