英文摘要：

The large part in the lower of the Yellow River is filled up dun＇ng the process of flood and runoff gradually. Since many years, the floodplain area repeated the process,flooded -recession -flooded which not only bringing so much losing, but also restricting its development. According to the rules and characteristics of flood stage and water - sands trait from the midstream and downstream of Yellow River and the actuality of the development of lower floodplain area, this paper analyzes a series of problems existing in the lower floodplain such as society economy development and biological protection and security safeguard, and advances some strategies in the new century and environment.
