英文摘要：

Chinese consumption fails to become an important engine of economic growth as the ma-jority of countries did. The lack of low-income earners＇ purchasing power was one of an important rea-son. The urban minimum living standard security system improved constantly should play its due role. The article found that the system of urban minimum living standard security system did promote or at least maintain the overall level of the poor urban residents~ consumption. The consumption degree of families with financial difficulties and most low income households was kept or promoted and the tend-ency of marginal consumption was not decreased obviously. The system promoted the rigid consumption of the urban poor as well as the non-rigid consumption, but its role of the former was more obvious, while the function of the latter was still significantly less. Therefore, to further enhance the protection function of the system, improving the function of consumption growth engine, it must promote the sus-tainability of the system, advance the moed of action of the system, give full play to the inherent poten-tial and creativity of the recipients ,fundamentally improve their consuming power.
