区域基础教育资源配置均等化指数的科学测量为我国制定和优化基础教育资源配置政策提供了重要的决策依据。在界定区域基础教育资源配置均等化指数的基础上,从基本思路、指标体系和测量方法三方面构建了均等化指数测量模型,进而以2000—2009年我国31省市为对象进行区域基础教育资源配置均等化指数测量的实证分析,得出当前我国基础教育资源配置较为均等化且近年有均等化水平提升趋势的重要结论。
Scientific measurement of regional elementary education resource collocation equalization index can provide important decision -making gist for China to establish and optimize elementary education resource collocation policy. Equalizaiton index measurement model is constructed from three parts including basic thought, index system and measurement methods based on defining connotation of the equal- ization index, and then empirical analysis is done to measure the equalizaion index from 2000 to 2009 in 31 regions in China. An important conclusion is drawn that Chinese elementary education resource collocation is comparative equal and the equalization index is advancing in recent years
