基于统计年鉴数据,本文构建了一个包括了6个维度指标、34个二级指标的人才创新创业环境评价指标体系,使用主成分分析法对中国大陆31个省份的人才创新环境状况进行了测算。结果表明,我国人才创新环境总体水平不高,大部分省份的人才创新环境指数较低,呈现人才创新环境的非均衡性特征;我国四大区域的人才创新环境差异显著,呈现出“东强、中平、西弱”的格局;聚类分析得出北京、上海、江苏为第一大类,同时中西部地区绝大多数省份由于西部地区经济、科研环境相对落后,导致人才创新环境相对较差,但总体上东部和西部省份人才创新环境水平差异逐渐缩小,今后我国各省市人才创新环境可能会处于趋同状态。
Based on statistics data, this paper eonstruetes an index system for talent innovative environment evaluation with 6aspects, 34secondary indexes. By principal component analysis, it estimates talent innovative environment level of 31 procinees in China. The results showes that the overall national talent innovative environment level was not high enough. The index of talent innovation environment in most provinces is relatively lower, showing a talent innovation environment characterized by non - equilibrium. The talent Innovation Environment of the four regions are significantly different, showing a " strong east, Zhongping, West weak" pattern; Cluster analysis results Beijing, Shanghai, Jiangsu are for the first category, Meanwhile, most provinces in the central and western region due to economic, scientific environments' relatively backward, resulting in talent innovation environment level is relatively poor. But on the whole, the differences of talent level innovation environment in eastern and western provinces is gradually reduced, talent innovation environment in china's provinces might be in a state of convergence in the future.
