This paper starts with analysising the BGP update message array specified by the given 〈 peer, prefix 〉 tuple, then makes comprehensive evaluation from four different different levels. Some useful measurement metrics and methodologies have been defined, based on which the tool named FlapView was developed for monitoring inter-domain routing instability.
