Discussed the government of how to adapt to changes in management and service needs of the recycling system, why the ＂waste disposal fee＂ system is difficult to implement in China, how to change low technological level and secondary pollution, and other issues. Made the following recommendations： rectifying and regulating the recycling system; developing the second-hand market; Increasing investment in technological development of the renewable resource utilization; formulating preferential policies to encourage the development of renewable resources industry; implementing the park management of the imported waste; perfecting laws, regulations and standards, doing the basic work, enhancing the capacity-building, public awareness and participation in capacity, and so on.
