Establishment of a scientific evaluation system is the core of performance evaluation index system in subsidization for needy college students. According to the fundamental principles of performance evaluation,and with the reference to practical features in subsidization process management,a complete performance evaluation index system is designed from the six dimensions： identifying the needy students,raising funds,allocating resources,monitoring and tracking the subsidization,related social effects and subsidization policies. And the weight of the each layers of evaluation index is calculated,and its theoretical and practical value is proved to be strong,by virtue of the fundamental principles of AHP.
