This paper analyzed the value of the subsidy policy of impoverished undergraduates and its activities and verification . By defining the theoretical connotation of the subsidy policy ,this paper analyzed the efficiency ,optimization ,the cooperation , the legitimacy and innovation of the policies .The policy helps poor students not to drop out of school ,which presents the fairness of education and public welfare .
