The disadvantageous factors influencing cooperation between hospitals in medical groups and community health centers（ CHCs） in Zhenjiang City were identified using in-depth interviews. They were due partly to the lack of cooperative conditions and partly to the imperfect rules of bi-directional games during cooperation. We held various discussion and analysis according to the guide-type division of labor and cooperation theory and on the basis of analyzing the possible game strategies both parties might adopt put forward to the countermeasure and suggestion in order to promote cooperation.
