The process of vapor in atmosphere by GPS observations was introduced. How to get the atmospheric mean temperature and the transmittance by the model among the vapor in atmosphere, and the role of atmospheric mean temperature and the transmittance was discussed. Then the sea surface temperature can be withdrawn.
