研究目的:在阐述土地整理项目绩效的“村级领导满意度”评价指标体系基础上,构建绩效评价模型,评价2001-2010年湖北省土地整理项目绩效水平,以期为新时期土地整治项目监管及绩效评价提供理论和实践依据.研究方法:问卷调查,CSI评价法,模糊综合评价.研究结果:(1)全省土地整理项目绩效评价单指标村级领导满意度集中在良、优两个等级,土地整理前后满意度值均有不同程度的提升;(2)按照最大隶属度原则对绩效水平排序:鄂东丘陵岗地区(优,0.40)>湖北省总体(优,0.36)>鄂中平原区(优,0.35)>鄂西山地区(中,0.34).研究结论:(1)村级领导视角下湖北省土地整理项目在近10年里实施取得了很好的效果,但水土污染等生态问题并未得到较大改善;(2)合理的绩效评价指标体系能有效引导土地整理工程的设计实施,明确整理目标,提高绩效水平;(3)应建立长效土地整理项目绩效动态评价机制,因地制宜提升土地整理项目绩效水平,科学分析绩效区域差异及其影响机理.
The purposes of this paper are to analyze the "village leaders' satisfaction" evaluation index system and then to apply the evaluation model to assess the performance of the projects in Hubei Province, aiming at providing the theoretical and practical basis for land reclamation project supervision and performance evaluation in the new period. Methods are questionnaire survey, CSI evaluation and fuzzy comprehensive evaluation. The results show that 1 ) the single index value of the performance evaluation for the whole province are mainly concentrated on the level of good and excellent, and the village officials' satisfaction value of most single indexes experiences different degrees of ascend after the land consolidation; 2) according to the principle of maximum membership degree, the overall performance level sorts as follows: Hilly areas in Eastern Hubei (excellent, 0.40)〉 Provincial total(excellent, 0.36)〉 Plain areas inCentral Hubei(excellent, 0.35)〉 Mountainous areas in Western Hubei(middle, 0.34). It is concluded that: 1 ) in view of village officials, the land consolidation projects in the last 10 years achieved good performance and got the village officials' widely acceptance, but ecological problems such as soil and water pollution has not been improved distinctly; 2) reasonable performance of evaluation index system can effectively guide the design and implementation of landconsolidation projects, setting a clear goal and improving the performance level; 3 ) it is suggested to establish long-term dynamic assessment mechanism for the performance, and to analyze scientifically the regional differences and the impact mechanism of land consolidation performance.
