This paper illustrates the relevance conditions and relativity for encyclopedic knowledge to change to linguistic knowledge,with the use of linguistic regulations as an example. For some situations seemingly without regulations,we can find the regulations by means of enough encyclopedic knowledge and parallel general conditions for linguistic relevance.Hence,yesterday＇s encyclopedic knowledge,with regulations found,can become today＇s linguistic knowledge,which is the relativity of linguistic relevance
