Institution factors are endogenous variable of regional development. Policy and law as formal arrangement is very important to regional development. National synthetic reform is different from past reform which lacks policy and law supports. It is in the environment of policy and law consummated gradually. Conflict between national synthetic reform and institution of policy and law often appears in administration system domain, economic system domain, social system domain, etc. To deal with the conflict between them needs to stimulate from nation and testing district.
