The relationship between social development and social justice must be appropriately handled during the continuing transformation of China＇s economic system and social structure. How to promote people＇s benefit level and ensure all the social members could share the wellbeing of social development is a major challenge to our government. Having been established for several decades, the western welfare states gained rich experiences in practice. To study the basis of welfare states as well as their political logic and trends of development could provide references and inspirations to China＇s social policy and practice, thus could help to improve the welfare of citizens.
