State regional aid policy （SRAD） plays an important role in narrowing regional disparity. On the basis of the analysis of the concept and the characteristics of SRAD, the theoretical basis of SRAD, the approach of guarantying the effective implementation of SRAD, and the defects of SRAD, the paper puts forward that the system of SRAD should be composed of the evaluation of SRAD, the selection of objective regions, the goal of SRAD, the measure of SRAD, and the guarantee of institution.
