Some concepts of rough sets,vague sets and rough vague sets were discussed,the method of knowledge expression was approached.According to the theory of similarity measure between intervals,it is shown that four factors influencing vague sets and vague values should be taken into account while calculating the similarity degree and a new method for similarity measures between vague sets（values） is put forward.Based on them,a new method of similarity measures for rough Vague values are given,and then its some properties are studied.Further more,a new method of similarity measures for rough Vague sets are presented.
