The trend of maize production efficiency and existing problems in Heilongjiang Province from 2005 to 2014 were analyzed by DEA model.The results demonstrated that the scale returns of maize production in Heilongjiang Province showed a decreasing trend. The blind expansion of planting area inhibited the increase of production efficiency, and had an impact on the overall structure of agriculture. Therefore, at the same time of carrying out the adjustment of planting strueture,Heilongjiang Province should improve the maize production efficiency by carrying out large-scale management and raising the level of agricultural production technology.
