Victor E Tarasenko was born in Stavropol region, Russia, on 14 May 1946. He received the D.Sc. degree in optics from the Institute of High Current Electronics, Tomsk, Russia, in 1987. Now he is the Head of the Laboratory of Optical Radiation at HCEI, Professor of Tomsk State University. He is the author of 62 patents, more than 380 papers in reviewed jottmals, 20 reviews, three student books, two monographs, one of which was published in the USA. Professor Tarasenko is a Laureate of the USSR Ministry Council prize (1988), Tomsk Region Administration Competition in the field of Science and Education (1997 and 2004). He is a member of the Editor beard of the journals Laser and Particle Beams and Atmospheric and Oceanic Optics, a Chairman of the Organizing Committee of the International conference Atomic and Molecular Pulsed Lasers, and a member of the International Advisory Committee of the International Symposium GCLHPL. His research interests are in dense-gas pulsed lasers and their application, spontaneous UV and VUV sources and theft application, physics of gas discharges and generation of runaway electrons. Tao Shao was bom in Hubei, China, in 1977. He received the B.Sc. degree fiom the Wuhan University of Hydraulic and Electrical Engineering, Wuhan, China, in 2000, the M.Sc. degree in electrical engineering from Wuhan University, Wuhan, in 2003, and the Ph.D. degree in electrical engineering from the Graduate University, Chinese Academy of Sciences, Beijing, China, in 2006. He is currently with the Institute of Electrical Engineering, Chinese Academy of,Sciences, Beijing China. From 2011 to 2012, he has been a Visiting Scholar with the Department of Electrical & Computer Engineering, University of New Mexico, Albuquerque, NM, USA. Since 2012, he is a visiting scholar at the State Key Laboratory of Power Transmission Equipment &
