英文摘要：

Since 2005, the transition of urban planning to public policies has been the research hotspot. The planning mistake in the 1980s, the urban-rural dual institution, the lack of procedural justice about the legal-planning modification etc made it difficult for the transition. Some puzzles should be cleared about what is the public policy-making process, how to evaluate the result of public policies etc. Based on the above analysis, the paper puts forward that planners should pay much attention to the process of planning rather than the blueprint, the authority of urban planning coming from the public participation of different stakeholders. How to build the just rules or procedures for the planning stakeholders should become the core issues for the transition of urban planning to public policies.
