Based on combing, associating, understanding and analyzing of large numbers of materials, this paper will explore the strategy arrangement, policies and tactics, action of Electronic Records Management of USA, seize the venation from a macro perspective, and summarize six main characteristics of it, clear position, goal orientation, enhancing legislation, government-leading, multi-agency and co-ordination, and focusing on implementation. At last, it come up with several issues that needed to be thought and used for reference.
