教育部制定的《义务教育学校校长专业标准》已颁布3年有余,作为指导我国义务教育学校校长专业化发展的国家标准和专项政策,为我国义务教育学校校长专业化发展注入了新的活力,带来了新的发展机遇。基于《义务教育学校校长专业标准》建立校长任职资格制度、构建校长评价体系、提升基础教育质量等是实施这一政策的目标愿景。然而,由于这一政策的可操作性较弱、配套的校长培训制度滞后以及相应的校长评价制度和问责制缺失等原因,导致在实际执行中政策的落实情况并不理想。为此,需要提高《义务教育学校校长专业标准》的可操作性,完善校长培训体系,构建基于这一标准的校长评价体系和问责制度,促进这一政策目标的实现。
As a special policy to measure the development of principal professionalization,Principal Professional Standards of Compulsory Education Schools has been issued since over three years ago,which has brought new vitality to principal professional development and offered new development opportunities.To establish the principal credentials system,build the principal evaluation system and improve the quality of basic education based on the Professional Standards are the goals and vision of the policy.However,the weak operability of the Professional Standards in practice,the lagging of the principal training system and the lack of the principal evaluation system and accountability system have hindered the implementation of the policy.Therefore,it is necessary to improve the operability of the Professional Standards,perfect the principal training system,and build a principal evaluation system and accountability system on the basis of the Professional Standards to achieve the goals and missions of the policy.
