Ecological capital operation is an activity which through the effective use of the value of ecological capital to maximize the overall long-term gains.The paper firstly explains the contents and the mechanism of ecological capital operation from the start of the formation of the ecological capital,and then analyses the absence of the value in the ecological capital operation,and the dislocation of the current environmental policies and measures which will result in serious ecological crisis and other issues.The paper discriminates the misunderstanding of ecological factors in ecological capital operation.Based on this,the paper discusses the value orientation of ecological capital operation from such aspects as the values orientation of ecological effects,the value orientation of ecological factor,and the social value orientation and the cultural value orientation and so on.At last,the paper proposes the suggests such as forming a universal concept of ecological capital,focusing on coordinated development between the survival rights、developing rights and the ecological environment rights,and undertakes the harmonious development path of economic and social which the orientation of ecological capital initiated,so as to maintain the non-reduction of the ecological capital stock,and achieve positive operations of ecological capital,and promote the ＂Two-Oriented＂ Society running smoothly and sustainable development.
