利用1999—2008年中国内地30个省（直辖市）的面板数据,对环境规制与区域技术创新能力关系进行实证研究。结果表明,环境规制对发明专利授予数和实用新型专利授予数有显著的正向影响,而对外观设计授予数影响不显著,并对发明专利授予数和实用新型专利授予数具有显著滞后期,同时对技术创新影响还具有明显的区域差异性。针对研究结果,分析了环境规制通过技术创新影响区域差异性的原因,并提出了相应的政策建议。

In this paper, based on panel data of 30 provinces （municipalities） in China from 1999 to 2008, it researches on the relationship between environmental regulation and regional technological innovation capability, the empirical results show that environmental regulations offers significant positive effect on the number of patents granted and utility model patents granted with a significant time lag, little effect on the number of design grant, and the impact on technological innovation gets significant regional differences. Based on the findings, the paper researches the environmental impact of regulation on technological innovation, the reasons for regional differences, and puts forward the corresponding policy and suggestions.
