科学研究工作在追求产出最大化的同时，应该考虑科研效率问题。综合应用C^2R和C^2GS^2模型，提出一种基于数据包络分析（DEA）的高校科研绩效评价模型，设计了高校科研绩效评价指标体系，开展了高校科研绩效评价和实证分析。为了对有效的决策单元加以进一步的区分和排序，通过建立最优和最差的虚拟决策单元，得到了高校科研综合效率的统一排序，结果证明了方法的有效性。

This paper designed the university scientific research performance index system. And with and methods, a novel university scientific research performance appraisal method based on DEA is proposed. After the completion of real examples＇ appraisal, this paper analyzed the efficiency of the Jiangsu universities＇ scientific research performance and ranked them with validity.
