The traditional Multi-index Comprehensive Evaluation Method cafft differentiate the effect of input index and output index on efficiency improving and technology advancing in performance evaluation in research. Therefore, based on construction of evaluation index system, the paper applies Malmquist index in the evaluation of cooperative R&D performance of innovative groups to combine the theoretical illustrative function of economics and the relative management methodology perfectly, and demonstrates the effectiveness of this method.
