By analyzing the growth evolution situation of national economy and environmental background of Inner Mongolia, and through the measurement model of environment and economic data from 1981 to 2004 of Inner Mongolia, the function mechanism of sustainable development of national economy and environment is discussed, and the model of national economy and environment pollution of Inner Mongolia established. Based on the characteristic of Man-Land relationship about restoration and regulation,the principle and measures of moderate development have been put forward.
