The scattering of plane time-harmonic electromagnetic waves in an inhomogeneous layered environment is considered.The background structure is layered in x2-direction and invariant in x3-direction,in which an inhomogeneous scatterer is embedded.First,the problem is simplified to a two-dimensional scattering problem.Then,the solvability of the scattering problem is presented by an integral equation method.The exact representation of solution to the model problem is given.
