中国制造业的技术创新能力提升与垂直专业化分工的技术溢出效应密切相关。基于行业和地区面板数据的经验证据表明,中国参与垂直专业化分工在整体上促进了产业技术创新,但对本土企业的R&D投入具有一定的"挤出"效应,体现为R&D资源从创新系统中的一种"漏出"。垂直专业化分工程度的提高对低层次的外围创新具有促进作用,对高层次的核心技术创新产生了阻碍作用。中国代工企业须注重提高吸收能力,强化垂直专业化分工的技术溢出效应。政府应营造相应的政策环境,加强关键技术研发,加强FDI与本地经济之间的深层次联系,逐步实现自主知识产权对进口中间品的替代。
Improvement of technological innovation capability of China's manufacture is closely relevant to technological spillover effects of division of labor of vertical specialization.Empirical evidence based on panel data of industries and regions indicates,China's participation in division of labor of vertical specialization promotes industrial technological innovation as a whole,nevertheless,it has extrusion effect on RD input of local OEMs to some extent,which is manifested as a leak of RD resource from innovation system.The rise of the degree of Chinese manufacturing sector's participation in division of labor of vertical specialization promotes low-level peripheral innovation,and hinders high-level innovation of core technology.Chinese OEMs should pay more attention to the enhancement of absorption capability,so as to strengthen technological spillover effects of division of labor of vertical specialization.The government should create suitable policy environment,such as strengthen RD of critical technology,intensify deep connection between FDI and local economy,and realize the substitution of independent intellectual properties for imported intermediate input step by step.
