Enterprise Integrated Risk Management （EIRM） is the inevitable development trend of Enterprise Risk Management, and the confirmation of work team personnel and construction of workflow is the bottleneck to actualize EIRM now. Based on the analysis of internal and external correlative research, the work team is confirmed by adopting the method of management by objectives （MBO） and three-dimension space model of project team. Finally, the workflow of EIRM is designed combined with EIRM organizational structure, and EIRM is accomplished based on project-flat.
